Does anyone know if the ATI Xpress 200M VGA card is capable of 32 bit color? I'm trying to my desktop w/ compiz fusion to 32 bit color but right now it looks more like 24 bit.

Well, it's capable of a 24 bit color depth. This is from my x700, but it would be the same with the Xpress 200 chipsets:
(**) fglrx(0): Depth 24, (--) framebuffer bpp 32
(II) fglrx(0): Pixel depth = 24 bits stored in 4 bytes (32 bpp pixmaps)

There is absolutely no difference between 32 and 24 bit color. 32 bit screen modes have an 8-bit alpha/z that is in no way used by your monitor or LCD (and obviously not used by you)
"32-bit color" referring to a screen or other physical graphics setup is misleading and some times even completely wrong.
