And its quite interesting.That person is trying to develop an equivalent of compiz fusion for windows on Microsoft .net 3.0.

Wompiz is a compostioning manager for Windows. Like Compiz Fusion and Berly on linux, it brings cube effects, wobbly windows, window animations like in vista, transparencys when moving windows, fire and burn effects, drop down shadows to windows and much more. It also features a plugin manager, in which you can fully customize Wompiz to your needs.
Currently Wompiz requires;
-Intel/AMD Proccessor at 800MHz or higher
-256MB Memory (512 is recommeded though)
-64MB Video card in the least which is equal to a 128MB shared card e.g. Intel Accelorator
-1024x768 capable video resoulation at 32bit coulour
-DirectX 9.0 or OpenGL 2.2
Wompiz 0.1 will be released at March 2008, in which it will be a private beta release.
Maybe the compiz Fusion team can have some correspondence with him,after all,its good to have presence on all fronts. Or has it been done already?
