Well I had installed ubuntu on my PC about 2 or 3 weeks but I had a problem with the graphics, I don't know what it was. And today I installed Gutsy again and while I was using compiz it kind of frezes it out, like not workind fine or slow. Like my computer or the video card wouldn't handle it. But some one told me that he has the same graphic card and it runs perfectly on his computer.

Now I uninstalled it and installed it again and it says that "gnome-manager daemon" or something like that was unable to start. Whats up with that anyone has any idea how to fix that or why that is happening?

Is an ATI Xpress 200 series.

Also I was playing a video and it look a horrible u couldn't even see the thing, and the computer start to mess up again so I hit Ctrl+Alt+Backspace and when I logged in a screen showed up and it says something like this "The Panel encountered a problem while loading "OAFID:GNOME_Mizer Applet" whats that all about?

Let's work on one problem at a time. First, open a console window and run this command:
gnome-settings-daemon &
That should fix your theme and hopefully your panel. The problem has randomly happened to me once, but running the settings daemon seems to have fixed it for all subsequent logins.

Well bad news (I guess) I typed "gnome-settings-daemon &" and this is what it said

"dave@dave-desktop:~$ gnome-settings-daemon &
[1] 6799
dave@dave-desktop:~$
** ERROR **: You can only run one xsettings manager at a time; exiting

aborting...
y
[1]+ Aborted (core dumped) gnome-settings-daemon
bash: y: command not found
[1]+ Aborted (core dumped) gnome-settings-daemon
dave@dave-desktop:~$ "

what should I do, I did not have any other window opened.

At the time you ran that command, were you still seeing a message whenever you log in telling you that the gnome-settings-daemon could not be loaded? You don't need to run it again if it's already running properly (i.e. you see your Gtk theme, colour scheme, and all).

What's the status of your computer now? What would you say is the main problem, the one that bugs you the most?
