A compiz Icon manager plugin... is really needed for compatibility with xfce lxde and many filemanger/panel combos all it would have to do is render the icons in /home/.desktop/ or /root/.desktop in my distro

and for different icons on each desktop add a directory like /home/.desktop/1 or 2 3 or 4 etc....

would also be cool if they used the kiba-dock physics engine so if you drag them away from where they should be they bounce back or shift to move them...

well that is my idea for the day...

Compiz is not a file manager.

I do, however, understand the need for an easy way to access the desktop icons when one does not have a desktop window (which would be the case when using multiple wallpapers with Desktop Cube or Wallpaper).

Why not have another app handle the drawing of the icons, and make it composite-aware so that it looks correct against the background? What you are asking for sounds likes like it could be done with an app similar to Avant Window Navigator (a dock app), adjusted to show files from a specific location (~/Desktop) and in a different position. Actually, I'm surprised not to have seen any apps doing just that...

Composite and compiz aware :D
then it could call on certain compiz effects for its actions :D
