Improved decoration plugin

Here a patch for decoration plugin adding a border matching option.

It now works well.
Add to no_border_match "type=dock" if you want to remove shadow from panel.

However for upstream I would recommend to rename everything related to "Don't draw borders" into "Do not draw decorations" instead to be cleaner.

Doesn't make sense to introduce the "borders" term in my point of view. ;)

EDIT: Silly me wrote "pov" first which was supposed to be an abbrivation for "point of view", http://en.wikipedia.org/wiki/Perspective_%28cognitive%29
