When you open the Emerald Theme Manager, you'll see an Import button near the upper-right corner. Click on that, then select the theme (*.emerald) you wish to install.

You can find themes on Beryl-Look (http://beryl-look.org/index.php//title,beryl+emerald+themes/mode,browse/type,1), the Compiz (http://kde-look.org/index.php?xcontentmode=102) and Beryl (http://kde-look.org/index.php?xcontentmode=103) sections on KDE-Look, and possibly on this forum.

You don't have to restart to have emerald to change some themes though. gnome-look is also another place to go (On gnome look, it may say Beryl/Emerald Themes, those should work when importing to Emerald too.)
