I'll try to help, but I haven't completely figured this whole thing out myself! I can at least tell you what I've done to get reflection working.
First of all, for help, it's really best to tell us what vidio card you're using and the vidio driver too, as well as the OS. It helps narrow down the problem.
Can you see the "cube" at all? The most obvious way is to hold down the Cntl and alt keys with your left hand and start to drag the top of the screen downward with the mouse pointer.
If even that doesn't show you the cube, then go into the CCSM (Menu->Tools->CompizConfig Session Manager) and make sure that Desktop Cube and Rotate Cube are checked under the Desktop section. While you're at it, check that Cube Reflection is checked in the "effects" section.
And if you don't see the Cube Reflection choice, that's because that plugin wasn't installed for you (it wasn't for me either in 2008 One. I don't know if it is in 2008 Free!). If it isn't there, check first to make sure that you can now rotate your cube like I tried to describe before first. Hopefully, that works. and maybe you can see the cube reflection now when you tilt it.
But if you didn't have the cube reflection choice available because the plugin package hasn't been installed yet, then go to the Mandriva Control Center (the MCC) and search for Compiz. You'll see it by the name compiz-fusion-plugins-main and or compiz-fusion-plugin-extras (I'm not sure which! It won't hurt to install both).
I hope that helps.
Later - Sorry - I wasn't reading well. I see that you have the plugin installed.

I'm using Intel GMA950 and Mandriva 2008 Free
Ofcourse, I can see and use the cube
I have the Cube Reflection plugin installed and turned on but it doesn't work like let's say this:

Can you post of a screenshot of what your cube looks like when it isn't working even with Reflection enabled? If it can't be accurately illustrated in a screenshot, can you describe specifically what you think the Cube Reflection plugin should do that it isn't doing?
Does the Expo plugin's reflection feature work for you?
Making the cube smaller on rotate is affected mainly by 2 options:
ccsm->Rotate Cube->Zoom, which should be set to something higher than 0 (so the cube shrinks when you begin mouse rotation), and ccsm->Cube Reflection->Auto zoom, which should be enabled (so the cube zooms in and out depending on the angle, to ensure that the whole cube is always visible).
Also try adjusting ccsm->Cube Reflection->Reflection mode, which can affect the distance between the cube and the reflective surface, as well as the settings related to ground size, intensity, and colour. Maybe the reflection's just not showing up well on your background.
