The Taskbar is probably AWN (Avant Window Navigator).

The wallpaper might be found if you google palm leave wallpaper, or something like that. Don't know the theme though.

The "taskbar" is not a plugin; it is Avant Window Navigator (https://launchpad.net/awn).

Also, the creator of that video has posted the details of his theme and wallpaper. There is a link to it, at the end of the video's description. :)
