I use the unofficial ubuntu source to install the compiz-fusion
and can't find the 3D Window Layer Plugin anymore.....
and what's more, the window drag in compiz is awful...the edge of the screen is too "attractive" to the window nearby....

The 3d plugin has not been ported from beryl yet, but AFAIK everything necessary for it to work is done, so it's just a matter of time and effort to port it.
For your second problem, make sure "Snap inverted" is not checked under Wobbly Windows in ccsm.
