I finally got Emerald working and Beryl running great, and all is good except for one thing. When I maximize a window, the contents of the window only fill the left half of the screen and the title bar is hidden under the top menu bar. I tried starting Emerald separately and from within Beryl's setting for window decorator

Ok, changed some settings in config, and it's resizing to the whole screen, but the problem is that the title bar is being placed at the top of the SCREEN instead of at the top of the usable space, as in, under the top menu bar (If i move the top bar to the bottom, the title bar is hidden behind it) I like having one bar at top and one at bottom, so I'd like to not have to leave both at the bottom.

It sounds like you are having a similar problem to my post.

I would be curious are you using twinview from nvidia for dual monitors and do you have it configured so the right monitor is your main one? (ie. "LeftOf")

It seems to work fine now, I don't know what it was but it started working correctly when I moved one of my menu bars then moved it back.

I'm using ATi Radeon, so no nVidia stuff, and I'm only using one monitor.

I've been able to reproduce the behaviour described by the OP, by enabling Custom Output Grid under the General Options section -> Main tab -> Advanced sub-section, and setting the Output grid rows and columns to "1" and "2". If you're having this problem again, try looking at those options. Custom Output Grid should be disabled, unless you know what you're doing with it. ;)

It's strange; this is about the third or fourth time I've come across people with this "bug," and in most cases they had no idea how the Custom Output Grid got enabled... I guess it's easy to accidentally click on when messing around with Beryl Settings Manager (and just as easy, apparently, to accidentally disable again).

Then again, I could be wrong and it could be something else... I have to admit, with a hammer like this, every problem looks like a nail. ;)
